Special Care for Special Children
In an effort to provide services to special children, the HLCFI was established on 1990 with a handful of parents, workers, and friends who believed in sowing the seeds of special education right in the community.

HELP Learning Center Foundation Inc. has rights-based service delivery and capacity building approaches. Focusing on key programs (Center-Based Resource Center for SpEd and Rehab, Community-Based Rehabilitation Programs, Community Based Mental Health and Epilepsy Program and Parent Organizing.

The HELP Learning Center Foundation, Inc is presently located at San Quintin Street, City Heights Subdivision, Barangay Tinago, Naga City.
Built by the Naga City Government, it was awarded to the Center on perpetual lease in October of 1994.
